Not really a teaching tool

The numbered dots arent identified to be a particular multiplication table, so the user actually doesnt necessarily get whats going on. It is more effective to just trace the dots, rather than note the numbers identifying the dots.
The app is harmless fun, but it is a bit of a stretch to say it is educational.
